Randomly drawn residents who represent the diversity of society and jointly negotiate recommendations on political issues. The canton of Zurich commissioned the ZDA to conduct citizens’ panels in three Zurich municipalities and to provide scientific support. In the municipalities of Uster, Winterthur and Thalwil, a random selection of residents then looked at climate protection measures at municipal level.
